The Roll of the Dice: What Egalitarian Hunter-Gatherers Know About Luck (And We’ve Forgotten)

In this week’s New Yorker, John Lanchester has a really interesting, humbling, and depressing read about how civilization turned out to be really bad for people in general. It made us unhealthier, more stressed, and, though he didn’t say it, downright meaner.

He says outright that the Neolithic Revolution is the worst thing that’s ever happened to humans, and that if we had slowed our roll a few hundred thou after harnessing fire, we’d be much happier.

That isn’t to say we’d be stupid. As Lanchester points out, there were literally thousands of years after the dawn of agriculture but before the rise of city-states. This was a time where there was art and some religion, mythologies, and knowledge about how the world worked. People, it seemed, didn’t resist collecting into civilization because they didn’t know how, but because it didn’t seem to make sense.

The whole article is really interesting, and points to some fascinating-sounding scholarship, but this might have been my favorite part.

The study of hunter-gatherers, who live for the day and do not accumulate surpluses, shows that humanity can live more or less as Keynes suggests. (Affluence without abundance- ed) It’s just that we’re choosing not to. A key to that lost or forsworn ability, Suzman suggests, lies in the ferocious egalitarianism of hunter-gatherers. For example, the most valuable thing a hunter can do is come back with meat. Unlike gathered plants, whose proceeds are “not subject to any strict conventions on sharing,” hunted meat is very carefully distributed according to protocol, and the people who eat the meat that is given to them go to great trouble to be rude about it. This ritual is called “insulting the meat,” and it is designed to make sure the hunter doesn’t get above himself and start thinking that he’s better than anyone else. “When a young man kills much meat,” a Bushman told the anthropologist Richard B. Lee, “he comes to think of himself as a chief or a big man, and he thinks of the rest of us as his servants or inferiors. . . . We can’t accept this.” The insults are designed to “cool his heart and make him gentle.” For these hunter-gatherers, Suzman writes, “the sum of individual self-interest and the jealousy that policed it was a fiercely egalitarian society where profitable exchange, hierarchy, and significant material inequality were not tolerated.”

This egalitarian impulse, Suzman suggests, is central to the hunter-gatherer’s ability to live a life that is, on its own terms, affluent, but without abundance, without excess, and without competitive acquisition.

What really strikes me about this is how hunter-gatherer societies embrace and understand the role of luck in life. Think about it. You could be an amazing hunter, but if something else spooked the animals, they’re off and running before you unleash and arrow. You could throw a spear perfectly, but if the gazelle zigs left instead of right, it falls clattering to the earth, pointedly and pointlessly.

So much in life is about luck, chance, and circumstance. You could stumble into some sweet hunting grounds or be born rich. You could watch the prey you’ve been stalking get freaked by a bird and run off, or you could grow up in the shadow of industry that’s poisoning your water and putting lead in your brain, limiting opportunities in life.

Things happen. As we’ve grown as a species, we’ve invented new ways to heighten the role of luck, the roll of the dice. Capitalism exacerbates this, with all its talk of meritocracy. Racism, prejudice, and borders make it stronger. Where you are born and to whom you are born make more a difference than who you are.

Hell, luck can extend to the random sequencing of a genetic code, a little glitch that makes you sicker or weaker or less able to rise up. That’s luck.

Paul Newman, in talking about his camp for sick children, had one of my favorite quotes about luck in life.

I wanted, I think, to acknowledge Luck: the chance of it, the benevolence of it in my life, and the brutality of it in the lives of others; made especially savage for children because they may not be allowed the good fortune of a lifetime to correct it.

And we’ve set up a society that refuses to recognize that. We’ve set up a society where the national myths are that you deserve your fate, and that there are many people who deserve to suffer. If they are suffering, ipso facto, they must deserve it. And they should suffer more, so that the luckier, who never consider their fortune anything just the justifications of virtue, can have more.

You may have recognized this as a summation of the Republican platform. It’s made crystal clear in their multiple attempts to repeal the ACA (and how goddamn happy Paul Ryan was when he thought he did).

Because that’s what repeal really is. It is saying that if you work three jobs, none of which have health care, you don’t deserve it. If you have a pre-existing condition, that’s too bad. If you live in a state with a Republican governor, too bad. If your cancer becomes metatastic and you can’t afford care, well, them’s the breaks.

That comes from the inability to understand that life is about luck. It’s about the driver looking up just in time to slam on her brakes before she t-bones you. Another second, another half-second, and you face a lifetime of therapy and mounting bills. There’s no virtue there. That’s only chance. The same as if you had entered the intersection a half-second earlier and were in her way.

Our system shouldn’t be about ignoring luck. It shouldn’t imagine that the person who happens to have the most meat at any given moment is the bravest, the best, and the most worthy. Our adherence to that superstition puts us far behind hunter-gatherer socieites. We’re less wise, less moral, and less knowledgeable about the world. We’re just less.

Radicalization and the Rohingya: How Terrorism Works On The Edges of the State System

Is Myanmar SE Asia or is it the Subcontinent? Or are these arbitrary and meaningless?

First off, I’m not going to pretend to an expert, or even particularly knowledgeable about Myanmar and the Rohingya. Before the crisis of the last couple of weeks, I could have told you exactly three things about that group: they were Muslim, they were frequently the victims of persecution by the Burmese government, and they were essentially stateless. But if pressed, I don’t think I could have given you the details.

That said, it is a humanitarian crisis that has now come to the world’s attention, partly because the sainted Ayn Sung Suu Kyi seems to be, at the very least, complicit in the ongoing ethnic cleansing (if not outright genocide) of a long-persecuted people.

Hundreds of thousands of refugees are fleeing state-sanction violence, the latest in the ongoing Burmese campaign against the Rohingya. Who are they? I’ll leave that work to this easy al-Jazeera explainer.

The Rohingya speak Rohingya or Ruaingga, a dialect that is distinct to others spoken in Rakhine State and throughout Myanmar. They are not considered one of the country’s 135 official ethnic groups and have been denied citizenship in Myanmar since 1982, which has effectively rendered them stateless.

OK, but…why? Well, even though many historians agree that Muslims have been living in that area since the 12th-century, the Buddhist-majority post-independence government of Burma/Myanmar disagreed. They considered them recent interlopers, because a lot more Muslims had come to the area from Bangladesh. To the government, they are officially Bengali.

OK, so then…why aren’t they refugees? A delightful quirk of history!

During the more than 100 years of British rule (1824-1948), there was a significant amount of migration of labourers to what is now known as Myanmar from today’s India and Bangladesh. Because the British administered Myanmar as a province of India, such migration was considered internal, according to Human Rights Watch (HRW).

Because the British colonized both “India” (which also became Pakistan after independence, and then Bangladesh after the 1971 war which killed at least a million), as well as Burma, where Orwell shot an elephant, these are not refugees. But they also aren’t recognized. So they have no rights, and are denied basic services. That’s a neat trick!

Not everyone thinks so. When you have displaced and persecuted Muslims, that becomes a breeding ground for radicalization. Not necessarily of the Rohingya (I haven’t seen much about radical tendencies in that population), but for al-Qaeda, ISIS, and regional offshoots/independent groups.

This is quickly becoming a major cause for transnational Islamist groups. As The Soufan Group points out, “An example of how the situation can easily get worse and morph into a larger issue came in a September 12 statement by al-Qaeda  The terrorist group called for all Muslims to come to the defense of the Rohingya; a call to jihad similar to that of the Afghan War with the then-Soviet Union that set al-Qaeda’s foundation. Now three decades later, al-Qaeda is calling for more of the same in Burma. The statement derides the ‘fight against terrorism’ and calls for ‘all mujahid brothers from Bangladesh, India, Pakistan, and the Philippines to set out for Burma…to secure their [the Rohingya] rights, which will only be returned to them by force.’”

This is like Bosnia, Chechnya, Yemen, Algeria: a place for jihadis around the world to flock to, to train, and to use for recruitment purposes. It is also a boon for regional groups, as Eurasia Review points out, with the charismatic Masood Azhar, leader of Jaish-e-Mohammed, calling for much the same.

JeM is a Deobandi Sunni group, which is similar to Salafism, but has its roots in South Asia and the Subcontinent. It has largely been active in Kashmir, and its primary goal is to bring Kashmir back to Pakistan. Its relationship with the Pakistani government is officially complicated.

Actually, this is all really complicated. What, one might reasonably ask, does JeM really have to do with this? Is it just opportunism? And same with al-Qaeda. They’ve never shown a deep interest in Burma before (little need for aftershave)(sorry). So what is this all about?

For one thing, it is partially opportunism. Groups like Qaeda see a void in the state that leaves Muslims vulnerable and in danger, and they step up to be the protector. We’ll see of course if this translates into any action, but that’s almost beside the point. They are positioning themselves as champions of any Muslims, when the state can’t, and won’t protect them.

This is where this gets very dangerous. As we saw with the brief history above, the Rohingya are victims of history and geography; like Iran, their legacy rests on the perversions of colonialism and nationalism. The problem is that their land is in one of the soft spots of the state system, where maps were fluid and borders were permeable until, suddenly and horribly, they weren’t.

Whenever I had thought of the Rohingya before, skimmed a headline that talked about tens of thousands in misery or whatever, my mental map had people feeling in an Asian jungle, akin to Laos or Cambodia. That’s where I saw them going.

But that’s not really the case, as everyone now knows. They are inextricably linked to the bitter and violent history of the sub-Continent and the legacy of colonialism. Take a look at this map.

Look at the way India pushes through the top of Bangladesh, encircling it save for the tiniest border with Myanmar. And think how irrelevant these borders really are to the historic lived experience of these people. You don’t have “Indians” on the east of Bangladesh as something ethnically dissimilar. There is mixing and blending, right through to Myanmar.

This is where the ridiculousness of the state system makes itself known. This is where the bitter fruits of “partition and parturition”, in Christopher Hitchen’s memorable phrase, fall to the ground, overripe and rotting. And this is what groups like al-Qaeda (and especially al-Qaeda) are so skilled at manipulating.

Al-Qaeda is both pre-and-post state. They reject borders and want to move the world to how they felt it was before: huge rolling Eurasian landscapes united by Islam. It was never that neat, of course, but the vision is nearer to the truth. These borders, which divide groups, and render the same people stateless or stated depending on the accident of migration and the whims of Westminster, are ridiculous, and al-Qaeda knows that.

They exist to exploit the crumbling and ahistorical state system that exists on the Eurasian heartland (and that isn’t doing too terribly well in Europe, either). They are wrong to think that a continental centralized caliphate is in line with history; things were always more subtle and local and free-wheeling and interesting than that.

But they know that the modern system, a legacy of the West trying to impose itself over the long-held order of the East, a paternalism imposed upon highly-developed cultures, couldn’t last. The contradictions and conquests of the 20th century are breaking up the order of the world, and groups like al-Qaeda know how to exploit that. Until we understand what is actually happening here, we’re powerless against groups that actually do.

 

 

North Korea, White Nationalism, and Reality TV: The Key To the Fake King

In Deadspin today, Burneko talks about why he doesn’t think Trump is a real ideological Nazi or Confederate or even an actual white supremacist. I sort of disagree, but this is a solid point.

Honestly, even his white supremacism is a second-order thing, an artifact of the coincidence that he, himself, is white, and cannot tolerate less than personal supremacy. He likes the things in the world that gratify him, and those things happen to be good for preserving the power of white people, men in particular, literally any of whom he’d run over with a combine harvester in a moment if it got the New York Times to treat him like a True New York Big Shot.

There’s a lot to that, I think, especially about how he’d uncaringly destroy the people who for whatever reason adore him. He has no problem crushing the people closest to him, his advisors and staff and defenders. Indeed, he likes cruelty, probably because it reminds him that, despite being a mush-headed coward, he still has unearned power.

He clearly doesn’t care about any of his voters. As Burneko puts it, ““Nazi” and “Republican” and “fork” and “war” and “hello”: For Donald Trump these are just noises you make with your mouth. You make the ones that get people to look at you; if they also smile, fine, but if their eyes widen in shock or horror or disgust, that’s fine too, so long as they don’t look away.” I do think he’s a pretty old-school Queens/Staten Island racist, but he played it up more to get the people cheering. He’s a wrestling heel and a reality show savant (that’s not a compliment). He knows how to gin up conflict for the cheap seats.

Indeed, that’s confirmed by a post late yesterday in the Times.

The president’s top advisers described themselves as stunned, despondent and numb. Several said they were unable to see how Mr. Trump’s presidency would recover, and others expressed doubts about his capacity to do the job.

In contrast, the president told close aides that he felt liberated by his news conference. Aides said he seemed to bask afterward in his remarks, and viewed them as the latest retort to the political establishment that he sees as trying to tame his impulses.

First off, people who are stunned: you’re idiots. This is who he has always been. It isn’t like he somehow became a different man over the 200 days of his Presidency. Everyone knew this was exactly how it would go, so don’t act surprised. When Gary Cohn resigns because his conscience was rocked, don’t treat him as a hero. He’s a goddamn dope if he ever thought differently.

But it’s the last line that’s key. The political establishment is trying to “tame his impulses”, and that’s why he feels great. It doesn’t matter what he said, it doesn’t matter how divisive it was, it doesn’t matter that he broke up his precious CEO conclaves or emboldened Nazis or hurt his chances of passing policies. He was able to be Trump.

That’s what it is all about. That’s what it has always been about. He wants to be the swaggering anti-PC cowboy he envisioned back in his old draft-dodging days, and wants to be seen as the big man who tells it like it is because he’s the only one smart enough to know that George Washington owned slaves, and because all he really wants is attention.

The key to this is his reality show days, which are the main reason he is now President, as terrible an indictment of the United States as that is. On his show, he pretended to be the titan of business and the guy in charge, deciding on the fates of supplicants depending on if they pleased him or not. In reality, producers decided who came and went. At least, according to Clay Aiken, but come on: does Trump seem like the guy who makes real decisions?

He doesn’t. He just likes the trappings of power and fame. A perfect example of this was the North Korea showdown. Trump blustered and blathered, but the DoD played it straight, and Nikki Haley did her job, and we didn’t move to DefCon 1 or anything. Indeed, Trump’s statements seemed outside the process. He was the fake President.

The problem is that he is still the real President, and he made the situation more tense, and could have made it catastrophic. On TV, he could pretend to be the boss and say stupid shit, and it didn’t matter. But here, all you have is people trying to do their jobs under a guy who has no concern for protocol or the right way to do things, because they constrain Trump from being “Trump”.  He doesn’t know anything, doesn’t make actual decisions, doesn’t care to handle things, but wants to be seen as the boss. Wants to be seen as the swaggering tough. And that’s enormously dangerous.

When he adopts the language of white nationalism because he likes to be seen as anti-PC, it is dangerous. When he threatens North Korea because he likes to be seen as bold, it is dangerous. When he is willing to say anything because he can’t stand being anything other than his own stupid caricature, it is dangerous.

The entire Donald Trump candidacy and presidency has been about serving this empty ego. It’s about propping up his fraud. Maybe that’s the only way to get through to his most stubborn supporters. Just keep pointing out that at no way, in no form, has this ever been about them. It never will be.

In Asking About Washington and Jefferson, Trump Stumbles Onto One Interesting Point

I don’t think there is much more to say about Trump’s raving belligerence, his hideous instincts, and his incoherent tirade against decency yesterday. As Pierce pointed out, he was a guy who was clearly angry about having to release a second statement on whether or not Nazis and racists are bad, and stewed about it for 24 hours, then let the world know how he really felt. To say it was un-Presidential is to pretend that this guy is a real President.

But he did inadvertently stumble onto a good point, albeit from the wrong direction and with the wrong intent. He brought up a normal right-wing Confederate talking point, bringing up the fact that many of the Founding Fathers were indeed slave owners.

“Many of those people were there to protest the taking down of the statue of Robert E. Lee,” Mr. Trump said. “So this week, it is Robert E. Lee. I noticed that Stonewall Jackson is coming down.”…

“George Washington was a slave owner. Was George Washington a slave owner? So will George Washington now lose his status? …Are we going to take down statues to George Washington? How about Thomas Jefferson? What do you think of Thomas Jefferson? You like him? OK, good. Are we going to take down his statue, because he was a major slave owner. Now we’re going to take down his statue. So you know what? It’s fine. You’re changing history, you’re changing culture, and you had people — and I’m not talking about the neo-Nazis and the white nationalists, because they should be condemned totally — but you had many people in that group other than neo-Nazis and white nationalists, OK? And the press has treated them absolutely unfairly.”

Obviously, the “there were a lot of good people carrying torches alongside the Nazis and white supremacists!” line that has people talking. But the Washington/Jefferson part is really interesting. This is a common sneer among the right, an unlettered attempt at logic, and, to them, an attempt to get us to consider how much we’re “changing” history.

There are a few obvious rebuttals here. The first is the easiest, which is: we’re not changing history, you dolt, we’re just not honoring terrible people anymore. The second is related, which is: sure, we have a complicated history, but maybe we’ll draw the line at honoring people who committed treason against the United States in order to defend slavery.

That one is worth unpacking. We can point out the obvious hypocrisy in the idea that the right wing is telling us that some Founding Fathers were bad, as an excuse for maybe worse behavior by CSA leaders. When the left points that out we hate America, remember. But I think we should actually happily accept those terms.

One of the worst parts of this country, and one of the wells from which a lot of contemporary poison is drawn, is Founding Father worship. We do tend to deify these man, and the end result is really pernicious.

For one thing, it has partly led to the contemporary cult of the Presidency. After all, of all the Founding Fathers who are worshipped, most were Presidents. Franklin is really the only non-President who is deified, until Hamilton the last couple of years. Men like Patrick Henry and Thomas Paine are more known than understood, and tend to get lumped together, even though they were remarkably different men with remarkably different ideas.

And that’s sort of the point. The Fathers were a fractious bunch with a hell of a lot of competing ideas, and barely worked out a compromise to set up the government. That’s a good thing. The problem is that their ideas, and indeed their lives, have been dipped in a sort of amber. The differences are smoothed out. And they are lumped together into a sort of cult.

Really, the fact that not capitalizing “founding fathers” looks sort of weird is a tell. They are almost gods, and that is really pernicious. It is literally undemocratic, and it has infected our politics. We parse the text of the 2nd Amendment to see if it is ok for you to carry a bazooka to a Nazi rally. We ask what the Fathers would have thought of internet pornography (Franklin: Thumbs up). We try to imagine what 18th-century farmers would have done today.

That’s really antithetical to their whole project. The people who created this country believed in common law and progress. They didn’t intend for their word to be Gospel. This isn’t just an argument against “originalism”, which is an obvious intellectual fraud, but against the whole idea that we should be beholden to a bunch of flawed dudes from 240 years ago.

And so maybe we should look at our history. Maybe we should say “Oh yeah- George Washington would have been super weirded out at civil rights, and just seeing an airplane would have fucking blown his heart up. Let’s not look at them as gods. In fact, let’s examine the whole history of this country, and not pretend it was uniquely moral. Let’s not pretend that the slavery was an aberration. Let’s not pretend that we didn’t literally wiped out hundreds of nations in order to colonize the continent. Let’s not pretend that the monuments to men like Lee weren’t to honor soldiers, and not put up by Jim Crow politicians to remind blacks of their place. Let’s not pretend about anything, and maybe we can fulfill the promise inherent in our creeds.”

This obviously isn’t what Trump meant. In his mind, and the mind of his Confederate-loving Nazi-humping Lowes-shopping patio-torch-wielding white supremacist jackass buddies, Washington isn’t bad because Lee is, but rather Lee should be fine because Washington is great, and they are both great because they are both white. So why question their greatness?

But just because that isn’t what our idiot President meant doesn’t mean we shouldn’t run with this in another direction. I argued yesterday morning that maybe Trump will inadvertently help tear down the cult of the Presidency. I didn’t know he’d do it that afternoon.

The DOJ and “Affirmative Action”: Why Sessions Stays

Donald Trump sucks to work for. He’s a ridiculous baby who demands a childish, movie-influenced version of loyalty that he thinks makes him a tough guy, but he squalls and blusters anytime someone is mean to him. He’s a blubbering dolt who loves humiliating people he has power over, and whose only commitment is to filling up his empty and endless vanity.  He can’t manage people, and is said to encourage conflict and backstabbing, not because it “brings out the best in people”, but because it creates the worst.

This was clear with how he treated Reince Priebus, calling him in to swat a fly, an example of deep cruelty only mitigated by the inarguable fact that Reince deserved to be humiliated. And it is clear with Jeff Sessions, who Trump routinely and publically humiliated for the crime of following the law.

So why does Sessions stay? Why doesn’t this respected former Senator hightail it out? It’s pretty obvious: so that he can enact the super-empowered racism that has been the driving force of his career.

WASHINGTON — The Trump administration is preparing to redirect resources of the Justice Department’s civil rights division toward investigating and suing universities over affirmative action admissions policies deemed to discriminate against white applicants, according to a document obtained by The New York Times.

The document, an internal announcement to the civil rights division, seeks current lawyers interested in working for a new project on “investigations and possible litigation related to intentional race-based discrimination in college and university admissions.”

Yup. A lot of talk was how Sessions was gutting the DOJ’s civil rights department, that investigates discrimination, voter suppression, police brutality, and the impact of the endemic, even inherent, racism that runs through our country. But he isn’t entirely gutting it. He’s just turning it around to see how we can help white folks.

That’s the whole point of Sessions. Trump is clearly more famous, and more over-the-top, but Jeff Sessions has been the point man for white nationalism his entire career. It’s been his driving motivation and sole goal. His war on drugs is about locking up blacks.His assault on using science in criminal investigations is about making sure that prosecutors can lock up more people unencumbered by facts. His anti-immigration policies are about de-Mexicanizing America. His desire to suppress votes is about putting minorities back in their place. There isn’t a single policy that Sessions pushes that isn’t related to his white nationalist program.

That’s why he endorsed Trump early, and that’s why his endorsement mattered. It showed the other white nationalists that Trump was one of them, that it wasn’t just a game to him. That he meant what he said about Mexicans and about “law-and-order”.

That the pro-Trump media sided with Sessions in their spat says it all. Trump was upsetting the base, upsetting his core supporters by going after Sessions. And it certainly wasn’t because they were in favor of an independent investigation into collusion with Russia.

And brother, it certainly wasn’t because Jeff Sessions has made as the cornerstone of his career the alleviation of economic anxiety.

And that tells you all you need to know.

Utilities in Cairo Illinois: The Price of History

Cairo Illinois, at the tip of the state where it flows into Kentucky, is where the Ohio and the Mississippi flow into each other, where two great river systems crashing their way through America join the east and the Midwest on the way to the Gulf. It a slow, languid area, more deep south than Midwest, a strange humid little pocket in a state dominated by farm concerns and the bulk of Chicago.

Cairo (pronounced Kay-Row) is far from Chicago, a northern Great Lakes city born of industry. Cairo is, and always has been, a river town, a transit point. It’s proximity to great shipping areas should make it wealthy, or at least well off. Or at the very least, alive. But Cairo isn’t. It is grasping and almost dead, with over 100 years of racial violence, mismanagement, and neglect having brought it low. It’s few thousand remaining residents are battered by greed, oversight, and disinterest.

And, because this is America, race. It has been tortured by the violence of our endemic, perhaps inherent, racism. And it remains that way. Race, and the long tendrils of history, have choked the life out of Cairo, leaving it a broken city, filled with paranoia and injustice. One symptom of that is incredibly high utility prices. This seems minor, or at least explicable, but understanding why is key to the whole thing.

If you want to understand this, you have to read this incredible series in The Southern Illinoisian by Molly Parker and Issac Smith. A 7-part series published this week titled “Why Are Electric Rates in Cairo So High?”, it seems like a simple question, or like a weird little quirky thing. But it isn’t. It is a complex and terrible story, and Parker and Smith truly dig into it, in some of the finest journalism I’ve read in a long time. It shows just how much history and modernity have conspired to make life in Cairo increasingly difficult.

You should really read it, but it comes down to simple math: the poorest people in the state are being charged the most for electricity.

Malorossiya: Ukrainian Separatism, Mapmaking, and The Continued Restlessness of History

Dateline, Donetsk:

Separatists in eastern Ukraine have proclaimed a new state in the territories they control.

More than 10,000 people have died in fighting after Russian-backed rebels took control of parts of Ukraine’s industrial heartland in April 2014.

Ukraine signed a ceasefire deal with the separatists in 2015, which provided for a gradual return of the areas into Kiev’s fold while giving them some autonomy, but the agreement was never fully implemented.

Donetsk News Agency has quoted separatist leader Alexander Zakharchenkoas saying that the rebels in Donetsk and Luhansk would form a state called Malorossiya.

Zakharchenko is calling for a three-year transition period in which to establish his new state, which will encompass not just the land annexed by Russia, but all territory that is Russian-leaning, including a great swath of the breadbasket between the Dniester and the Dnieper.

That seems ambitious, and it seems that our man in Donetsk Zakharchenko might have gotten a little ahead of his skis on this one.

Sputnik International has quotes from less-than-thrilled Russians on this, because of course it does.

“This is an unexpected initiative, and from my point of view, it diverges from the general line of actions prescribed by the Minsk agreements… The solution of the problems of Donbass, which have accumulated and are often urgent, has been initially and continues to be within the Minsk process agreed by all sides, and not within the unilateral initiatives announced today,” (Chairman of the Russian upper house of parliament Foreign Affairs Committee Konstantin) Kosachev said.

It makes sense why Russia wouldn’t be terribly happy about this. After all, the Minsk agreements muddle through the question of Crimea, since no one really seems to know how to make Russia leave. And continued unrest in the east works out well, since it leaves a divided and distracted Ukraine, one in which Russia has a lot of power.

It stands to some reason that Russia would have a lot of influence in the new Malorossiya, obviously. Their interference is what led to the schism, and they have been supporting the rebels. And the schism was even possible because Ukraine’s east historcially leans toward Russia. The fact that they have Russia in their name seems a good clue too, as does the proposal of unity between them, Russia, and Belorussia.

But that doesn’t always work out, as Russia knows. Belarus, under the never-dying Bond villain Lukashenko, has started to make overtures toward the west. For a long time he held out hope of a political union with Russia where he became the boss, but realizing that wasn’t happening, and realizing he could maybe play both sides, he has started teasing Putin with thoughts of Western alliances.

Now, Lukashenko is an annoyance to Putin, not a threat, but it goes to show you that life is pretty unpredictable. So there is no way of telling what can happen in a new independent state. What is conveniently violent and unsettled now might soon be settled, peaceful, and demanding respect.

And really, the whole thing seems kind of silly on its face, like a flighty rebel dream. “Soon, we’ll have all the Ukraine!” But really, there’s no reason for this to be absurd.

All of Eastern Europe is unsettled. The current map has only been in place for a decade, and a map from 1991 would be out of date in 1996, just as a map from 1989 would be irrelevant a couple of years later. It wasn’t just Eastern, Mitteleurope and the West (depending on where you define Germany) were shook by the beautiful cataclysms of 89.

But it is the east where the map has been going nuts since the Ottoman Empire started to dissolve, the Balkan Wars shattered the peace, and the late-era dominance of Austro-Hungary, and of course the empire-shattering WWI really made things impossible to follow. New countries were created (Yugoslavia, short-lived, and then long-lived, and then destroyed), old ideas were made real (Poland, also sort of short-lived, and then enslaved by the Soviets), and disparate lands coalesced only to be swallowed (the Ukraine).

So what we know of the map is, at best, 100 years old, and even that not really. There’s no reason why Ukraine can’t be divided up, at least no historic reason. There are political and economic and maybe moral reasons why it shouldn’t, but just because we’ve come of age in a time where the Ukraine was a real, unified, independent state encompassing those exact post-Soviet borders, including Crimea, doesn’t mean that’s the only way it can be.

History doesn’t work that way. We thought we were in a freeze, and that the world was permanent. Which is weird: no one ever thought that maps couldn’t change. I know the Cold War had a weird feeling of never-endingness to it, but then the maps changed enormously over the next few decades. Yet we act as if what the world is at the moment is the way it is now and shall always be. We base our politics around it. We base our emotional maps around it, and react violently if there is a disruption.

This isn’t me being a Malorossiyan nationalist or anything. It’s not a good idea, for a number of reasons. But I think it is dangerous when we scoff at the idea of changing national borders. Borders are artificial. What’s more, they are new.  The problem is that the passions contained within those borders, and stoked partly because of those borders, are real. Even if they are manipulated they are real.

That’s the challenge of the 21st century. How do we handle the nation-state when transnational identity is so strong for so many but intense, smaller nationalisms are strong for an equal amount, in reaction to the first group? I don’t have any answers, but if we think the globe spinning in our office is the gospel, and any deviation is the ravings of heresiarchs, we have no chance of meeting the danger.

 

 

On Independence Day

 

(There’s not a real reason for this song, except it is elegiac and haunting and has been in my head, and it is awesome and represents the best of us, our creativity and drive, and that it has Canadians and Brits makes it even more beautifully and beatifically American in the best sense)

There is something grotesque and unwholesome about waking up on a blinding blue 4th of July and contemplating Donald Trump. It’s a day of jubilant parauppa-dum-dum parades and picnics along the lake. We shouldn’t be thinking about this waking nightmare, this wretched intrusion into our civic life. But then, it is exactly what we should be thinking about, because of how this intrusion reflects on our yearly show of patriotism.

What do these parades mean in the age of Trump? Where do our claims to greatness stand? Is celebrating Independence Day when Donald Trump is President a rebuke to his intrusion, or is it the same head-in-sand ignorance and chest-beating triumphalism that allowed our democracy to be so degraded?

To answer that, I think, we have to really think about that horrible phrase, “the Age of Trump”. It still seems ridiculous to say and makes the fingers itch to type; after all, how can we name an age for such an obvious buffoonish clown? As someone who has hated Donald Trump for as long as I can remember (really, literally), it is particularly painful. Here’s what I wrote last year during the primaries, which I think still rings true.

 He was the pinnacle of the worst of the 1980s, of the greed and opulence that marked our “return to traditional values”. In the 1990s, he was an avatar of cheating wealth, floating through a pointless time, opening and closing casinos, taking advantage of a game that was, for once and all, rigged toward the rich. In the 2000s he dominated the heightened idiocy of our reality age, all artifice and fake drama obscuring the disasters below our feet. And then of course in this decade he has been our preeminent birther, and the leader of the paranoid and hateful brigade.

In short, he’s been at the forefront of what has been the worst in American culture for four decades. He’s represented what is greedy and vulgar and dirty and stupid, what is fake and pompous and overblown and artificial. His glamour has always been the dull and lifeless sex of hostage porn, the weeping simulacrum of something beautiful. Whatever the American dream is, he’s been buying it on the cheap, packing it into something gaudy and worthless, and selling it at a profit.

He has always been this person: an insecure bully, an overhyped dope, a tabloid non-person. But that’s what has been celebrated. Artifice, vulgarity, ignorance, the virtues of blow-hardedness, the diminution of expertise, the faux-regular-guy with the golden yacht. We’ve celebrated the fake for so long that it isn’t an aberration. It might be part of our national character.

Every country has its myths and legends, and every country sees its best reflections in history’s dirty mirror. I can’t say that America is unique in this. But not being unique isn’t a virtue. America has always told a story of itself that is almost the exact inverse of the truth. It’s a cliche to say “We said all men were created equally, but still had slavery”, but really: think about it. The intensity of that hypocrisy is overwhelming, and yet, we still tell ourselves the myths of liberty.

We tell ourselves that America is now, and always has been, uniquely virtuous, and that we’ve never taken land in a war, and yet our entire country is stolen land. We warred for over a century to annihilate the existing nations. We were the exterminators. The British, French, even the Spanish after time weren’t interested in taking over all the land. Their claims were economic, making deals with the native nations to rob them. It wasn’t virtuous, of course, but it was nothing compared to the violent horrors of when America decided she wanted all the land.

(Want a good representation of our colonization process versus, say, the English? There are a billion Indians in India. The English, for all their cruelty, bigotry, and avarice, didn’t wipe them out, just as they didn’t wipe out the native tribes here. But we still somehow tell ourselves we are unique in our goodness, even while every inch of land was stolen via murder, war and broken treaty.)

We’ve employed horrific violence against workers trying to win rights. We’ve employed horrific violence against minorities trying to vote and take equal part in the civic life promised to them. We’ve employed horrific violence against the LGBTQ community for daring to be human. And those assaults–on labor, on voting rights, on equal rights–still continue, through legal means.

And yet, doesn’t that represent a kind of progress? Isn’t that sort of the point of America, this wild and fractious land, that we struggle toward a more perfect union, never getting there, but making incremental progress? Isn’t it inspiring that we’ve changed the battlefield for rights?

It is, yes. But that we’re still fighting those battles, and that the supposed rear-guard is actually winning, despite being in the minority is, I think, less an aberration but a continuation of our national character. It’s part of our belief that somehow good will always win even in the face of bad actors, and in our belief that America does good simply by doing. That we can’t do wrong, because we’re America.

That’s artifice, obviously, and it is artifice in a way that Trump exemplifies. He is a fake, and always has been. He’s a relentless self-promoter of his wholly-invented mythology, and in that way is extremely American. That he is grotesque and disgusting and entirely ignorant doesn’t make him distant from other hucksters and Gantrys, but rather an evolution.

That’s where America is right now. We’ve had 40 years of anti-intellectual “elite-bashing”, of praising “Real Americans” while destroying their jobs and poisoning their air and water, and that’s combined with a truly idiotic reality-show/tabloid/celebrity culture. None of this is entirely unique in America, but it does mix with our lack of historic honesty to create a culture in which a man like Donald Trump does more than exist, and more than thrive: it’s one in which he rises to unimaginable power, not despite, but because of these elements. He’s the right man for his time.

So yes, it is a weird 4th. We have to reconcile the fact that we aren’t a mature democracy. A mature democracy wouldn’t create opportunities for Donald Trump to rise in politics, and it certainly wouldn’t have a mechanism where he could win with fewer votes than his opponent (another legacy of slave power). A mature democracy wouldn’t allow a minority power to ruthlessly gerrymander votes out of existence based entirely on race.

This is where I want to offer hope. After all, it turns out our institutions are standing strong. The workers of the state are loyal to the country and are resisting Donald Trump’s attempts to turn them into personal servants. The courts are standing up to him. The media has seemed to at least sort of learn their lesson, and aren’t being cowered. And the people continue to resist his attempts to make bigotry and hatred the law and rule of the land.

But maybe it is already. Maybe the worst of us use these national myths not to unify, but to further their agenda of hatred (because it is impolite to cry “racism”). Maybe the worst of us use our devotion to 18th-century documents to erase actual democracy. Maybe there is something inherent in the American character, in our devotion to the myth and  that makes it easy for the worst of us to win. Maybe we’re just too big and wild and impossible to be governed.

We have to reconcile with these stories. They have raw power, and can often been used for good. This has happened as recently as the election of Barack Obama, a decent man who invoked these myths as a way to inspire. They’ll be used for good today, when we smile at neighbors and paint our faces and snuggle on blankets to watch fireworks enredden and smolder the bat-wheeling night. And that will be good, and we’ll be happy.

But when a man with no decency and no dignity is fronting an agenda that works to enshrine minority power, subvert democracy, and sell off our heritage, we have to ask ourselves what these stories mean. It’s time to tell a new one, before it is too late.

 

Food Distribution Chokepoints Threatened By Global Warming: Your Reminder That Climate Change is Already Happening

Most famines, as is by now axiomatic knowledge, are man-made. These days, there is more than enough food to go around, but the problem is distribution, which is usually choked off by war or as a product of deliberate cruelty. Sometimes it is a matter of poverty, but that too is a choice we’ve made: that food should be a function of your economic status. We’ve successfully removed natural laws from the ability to generate food; it is only market laws and political decisions that allow countries like Yemen to starve.

But now, according to Chatham House thinktank, we’re taking that to the next level. The Guardian sums it up.

Increasingly vulnerable “chokepoints” are threatening the security of the global food supply, according to a new report. It identifies 14 critical locations, including the Suez canal, Black Sea ports and Brazil’s road network, almost all of which are already hit by frequent disruptions.

With climate change bringing more incidents of extreme weather, analysts at the Chatham House thinktank warn that the risk of a major disruption is growing but that little is being done to tackle the problem. Food supply interruptions in the past have caused huge spikes in prices which can spark major conflicts.

The chokepoints identified are locations through which exceptional amounts of the global food trade pass. More than half of the globe’s staple crop exports – wheat, maize, rice and soybean – have to travel along inland routes to a small number of key ports in the US, Brazil and the Black Sea. On top of this, more than half of these crops – and more than half of fertilisers – transit through at least one of the maritime chokepoints identified.

Droughts lower the water level in the Panama Canal. Most of the water comes not from the ocean, but from a lake, which is the same ones where most Panamanians get their drinking water. Drought means shipping suffers or people thirst. Or both! The Suez Canal keeps getting choked by sandstorms and is also vulnerable to terrorism. Intensifying hurricanes in the Gulf of Mexico hurt vital ports and limit the prime shipping seasons.

The issue here is that we’ve globalized food, which to me is a positive thing. In theory, our ability to easily send food from Nebraska to Somalia means that there is no reason anyone should go hungry. It is one of the benefits of globalization, and in theory, that’s something we should celebrate.

But it is a little more complicated than that. Global capitalism and local conflict combine to almost ensure that people still starve, as famine is a tool of bad actors everywhere. What’s more, the system that could generate a level of food security in the world is reliant on a few areas, and because we’ve globalized foodchains, disruption to those means instability everywhere. And one of the outcomes of this globalized planet is climate change, a byproduct of converting the environment into capital.

Which means that theoretically beneficial cross-dependencies can become vulnerabilities, either by choice or circumstance. And those vulnerabilities can spiral from local problems to global ones. We’ve talked about how drought played a huge role in the epoch-defining Syrian civil war, but The Guardian takes causality further, and farther.

The Middle East and North Africa region is particularly vulnerable, the report found, because it has the highest dependency on food imports in the world and is encircled by maritime bottlenecks. It also depends heavily on wheat imports from the Black Sea.

In 2010, a severe heatwave in Russia badly hit the huge grain harvest, leading the government to impose an export ban. As a result, prices spiked in 2011 and this was a significant factor in the Arab Spring conflicts. Other factors were important too, said Wellesley, but she said: “At the start, it was about the price of bread.”

Weather and climate are not incidental to politics, even in our mechanized and digital age. We’re still vulnerable to them, and any vulnerabilities are made instantly global. Conflict in Yemen heightens (and is exacerbated by) the cold war between Saudi Arabia and Iran, which draws in other local actors, shifts alliances (like with Qatar), changes the calculations of Russia and Turkey (which changes the consideration of smaller players like Azerbaijan) and changes the fate of millions.

There are no small issues. There are enormous ones, and the biggest one of all is how we will deal with the changed and changing climate. Because it isn’t something that will happen in the future. We won’t wake up on New Year’s 2100 and be like “dammit, climate change happened last night. Just like those eggheads said!” It’s effects are already changing the world, and it will take a concerted, global effort by responsible and far-sighted leaders to mitigate its worst impacts.

Are you optimistic?

Here are the Chatham House recommendations.

  • Integrate chokepoint analysis into mainstream risk management and security planning – for example, government agencies should assess exposure and vulnerability to chokepoint risk at the national and subnational levels.
  • Invest in infrastructure to ensure future food security – for example by agreeing on guidelines for climate-compatible infrastructure through an international taskforce established under the G20.
  • Enhance confidence and predictability in global trade – for example, through a process under the World Trade Organization (WTO) to continually reduce the scope for export restrictions
  • Develop emergency supply-sharing arrangements and smarter strategic storage, e.g. an emerging response mechanism among major players in the global food trade, modelled in part on that of the International Energy Agency in oil markets and led by the UN Food and Agriculture Organization (FAO), the UN World Food Programme (WFP) or the Agricultural Market Information System (AMIS).
  • Build the evidence base around chokepoint risk –  including through the collection of data on real-time food trade  and infrastructural capacity to aid in assessing risks to food supply chains.

Try to imagine these happening in the next four years, and laugh bitterly at how 70,000 hippie-punching votes and an 18th-century slavery-supporting compromise made it impossible. It’s a perfect encapsulation of local decisions with global consequences. A few pissed off jokers outside of Milwaukee will make responding to this changing world impossible, which will lead to more conflicts, more deaths, and more spiraling disasters.

I always thought 2 + 2 = 5 by Radiohead was a little over-the-top, even for the Bush years,but it seems like the international anthem.
